Viafirma participated in the international digital signature seminar to analyse its main uses, solutions and applications. In addition, the speakers took advantage of the day to discuss the digital transformation of the Dominican Republic.
On 20 September, the Attorney General’s Office of the Dominican Republic, with the collaboration of major international entities, held a congress to analyse the situation of digital signatures in the country.
The seminar was attended by public institutions and international entities such as Barclaycard, Mercofact and Viafirma. During the seminar, each of the company representatives, accompanied by members of the Dominican government, discussed the solutions, applications and advantages of digital signatures.
Key elements for e-Government were discussed at this congress , including digital signatures and registration authorisations. Mobility and authentication solutions through biometric technology were also presented, as well as new trends in electronic signatures.
What did we learn at the digital signature day?
The main part of the congress focused on the presentation of each company’s own experiences, their most important success stories and the subsequent debate on the impact of digital transformation and its importance for organisations and institutions.
At the opening of the seminar, the institutions promoting the event were presented. The cast was represented by the leaders of the Procuraduría General de la República (PGR), OPTIC, Indotel and Viafirma. After the institutional presentations, the representatives of the companies collaborating in the seminar took the floor.
Members of entities such as Mercofact, Barclaycard, DGII (Directorate General of Internal Taxes) or the PGR itself, analysed their professional and administrative experiences with digital signature solutions. They explained the process of evolution of their organisations in the digital environment and how the digital transformation positively affected them.
Members of Viafirma and Avansi participated in the seminar to discuss authentication solutions and how they can help companies and public administrations.
Viafirma’s team analysed how digital signatures and registration authorities are contributing to the advance towards eGovernment. After the appearance of the group’s president, Antonio Cabrera, Javier Echeverría (Viafirma’s CTO and vice president of Avansi) and Raúl Díaz (Viavansi’s Product Manager) participated.

Javier Echevarría presented some mobility and authentication solutions through biometrics. He showed the possibilities that biometric technology can bring to electronic signatures and analysed the new trends in usability with digital signatures.
Raúl Díaz, for his part, brought the concept of open government closer to the citizens. He explained to the participants the advantages offered by Open Data, Transparency and Citizen Participation solutions for the proper functioning of a democratic government.
The event ended with the possibility of expanding the network of contacts of both participants and attendees, which provided an opportunity for networking with international companies and public institutions present at the conference.
Origin and evolution of the digital signature in the Dominican Republic
The body in charge of carrying out the digital transformation in the Dominican Republic is the Attorney General’s Office. This institution, which depends directly on the State, is working to consolidate the so-called ‘Digital Republic’ in the Caribbean country. To do so, they have the collaboration of Viafirma, which has implemented its digital signature system.
The Procuraduría General is the Spanish equivalent of the Fiscalía General del Estado. It was one of the first public institutions in the country to make the leap to e-government.
Avansi (the Viavansi group’s subsidiary in the Dominican Republic and Dominican leader as the first certification authority) implemented a Registration Authority (RA), thus enabling the Attorney General’s Office to issue its own digital certificates. This initiative allowed the implementation of different projects related to electronic signatures in the country.
Progress towards a ‘Digital Republic’ in the Dominican Republic cannot be understood without the figures of OPTIC (Oficina Presidencial de Tecnologías de la Información y Comunicación) and Indotel (Instituto Dominicano de las Telecomunicaciones).
These entities work to adapt digital transformation to Dominican public entities. In this regard, Avansi has provided authentication solutions and developed tools to promote one of the most advanced digital administrations in the area.
An example of this is the agreement reached last week, whereby Indotel authorises Optic to operate as an Avansi registry unit.
Avansi’s role in the Digital Transformation of the Dominican Republic
“With the celebration of this International Digital Signature Seminar, we can affirm that the Digital Republic has started from the Attorney General’s Office, sharing experiences and knowledge with the aim of promoting innovative initiatives in favour of citizens”.
These are the words of the Attorney General of the Republic, Jean Alain Rodríguez, who highlighted after the event the efforts made by the government to turn the Dominican Republic into a “digital country”.
In the evolution of the Dominican Republic towards a “Digital Republic”,Avansi, the first authorised certification authority in the country, has played an important role.
